Civil Society Leader Calls for Disclosure of State Budget Featured

DILI: A lead civil society voice has called on the new Timor-Leste government to disclose its proposed State Budget amid promises from the Alliance for Change and Progress (AMP) coalition government that it would submit its first government program on Thursday July 19.

Fidelis Mangalhaes, the Legislative Reform Minister for Parliament confirmed on Monday that the AMP would submit its first government program to Parliament three days short of the 30-day deadline.

Manuel Monteiro, Director of civil society group HAK, said full disclosure of state budget spending was still needed

Monteiro also said he was “worried” about the integrity of the new program as nine key ministerial postions remained unfilled in the new government’s cabinet.

"We are not yet sure about the Government Program because the Government Structure is not yet complete, the Prime Minister will represent it all or how, Regarding how the State Budget is also we do not know for sure because the Government does not publish it," he said.

The submission brings to an end ten months of political paralysis after President Francisco “Lu Olo” Guterres was forced to dissolve parliament due to the former government’s inability to pass legislation.
