The comments come as the Prime Minister continues intensive talks to find a cabinet compromise with the President of the Republic Francisco Lu Olo Guterres.
The Prime Minister told media that reshuffle talk was “speculation” and that if it happened it would be announced formally to the public.
Ruak said his government was focussed on getting State programs working, and “now was not the time” to make personnel changes to the cabinet.
Since June 2018 President Gutterres has refused to swear in almost a dozen nominated cabinet ministers because of corruption investigation in a rocky beginning for a new government formed after a protracted political stalemate.
Ruak has said he will continue working with Guterres until a solution to the cabinet stand-off can be found. To date no new names have been presented to the President.
Mericio Akara, the Director of Luta Hamutuk, described the meeting as cooperative and open.
"We are evaluating not to blame one another but we support one another to find solutions so that the government can succeed in the next four years," Akara said.
Throughout the meeting, Ruak encouraged communication and for people to work collaboratively to achieve shared visions rather than as separate individuals.
Pitched as a government evaluation forum, the meeting included the nine rejected National Congress for Timorese Reconstruction (CNRT), including Francisco Kalbuady Lay, Afredo Pires, and Jacinto Rigoberto.
