Hiher has sought justice for the money he alleges was given to the owners of City Café to set the café up during the United Nations Mission in East Timor (UNAMET) from June - October 1999.
At the time, Hiher was requested to leave City Café.
Addressing National Parliament on Monday Sabino said the government must support a solution to the case.
Sisto dos Santos, Director of Dili-based non-governmental organisation HAK Foundation, said Hiher had a right to seek justice.
" We have given our solidarity to solve his problem therefore we are encouraged to help him and the government to solve the problem " Sisto told the Independente.

Executive Director of Asian Justice and Rights ( AJAR) Jose Luis Oliveira said the case needed to involve the officials who decided to “evict Colin from City Café’.
" The case that faced by Colin need to ask to Lucia Lobato ( Ex. Minister of Justice) and Longuinhos Monteiro ,( ex-General Prosecutor) to identify what was the main reason the Government chase away or evicted Colin from City Cafe " Oliveira told the Independente.
