UAE Reaffirms Support for Timor-Leste's Energy Development Featured

DILI:The United Arab Emirates remains committed to supporting Timor-Leste's energy development and economic transformation through long-term partnerships, UAE Ambassador to Indonesia and Timor-Leste Abdulla Salem AlDhaheri said in a commentary published this week.

AlDhaheri said Timor-Leste had a unique opportunity to build a sustainable and resilient energy sector by combining its natural resources with renewable energy development, technology transfer and foreign investment. He argued that energy policy should be linked to broader goals such as industrialisation, job creation and economic diversification.

"The United Arab Emirates remains committed to supporting constructive partnerships that advance stability, sustainability and inclusive economic progress," AlDhaheri said, adding that Timor-Leste's energy sector had the potential to become a pillar of resilience, innovation and national transformation.

The ambassador said attracting large-scale investment would require a pipeline of viable and commercially bankable projects supported by transparent regulations and predictable policy settings. Regulatory clarity, institutional capacity and long-term planning were among the key factors needed to mobilise international capital, he said.

AlDhaheri also called for stronger international cooperation, saying investment should be accompanied by technical expertise, infrastructure development and local workforce training. He said structured partnerships combining investment, technology and institutional capacity-building would be critical to supporting Timor-Leste's long-term energy transition.

The commentary highlighted Timor-Leste as a country at a "pivotal stage" of development and said its energy sector could evolve from a resource base into a driver of economic resilience and innovation. AlDhaheri said the transition would require strategic partnerships, institutional strengthening and sustained investment in human capital.

He referred to a November 2023 visit by UAE officials and representatives from companies including Masdar, during which discussions were held with Timorese leaders on cooperation in the oil, gas and renewable energy sectors. While Timor-Leste expressed interest in partnerships with UAE institutions, he said further work was needed to create conditions that would attract major investment.

Timor-Leste remains heavily dependent on petroleum revenues and is seeking to diversify its economy while expanding access to reliable energy. The government has identified economic diversification and energy security as key priorities as it plans for a future beyond declining oil and gas income.
